Specifically, according to Chancellor Angela Merkel the cooperation is to start on 4 April. All refugees are initially recognized in Greece and their concerns examined individually.
After 4 April for every Syrian coming to Greece via Turkey the country is to take back a Syrian from the EU. The refugees are then to be divided among member states. However, the scheme initially will apply only to 72,000 Syrians. If this number is reached, the EU is going to suspend the "barter".
The relocation is organized under the supervision of the United Nations with participation of experts from the EU. Those who will be brought back, forfeit the chance of legal migration to the EU.
If it works with the 1: 1 to bring method, the number of refugees towards zero, the EU intends to examine in a second step whether they can take civil war refugees from Turkey. The country is already home to about 2.7 million Syrians.
Offers from EU to Turkey:
- The planned relaxation of visa rules for Turks in the EU is to be accelerated
- During the first half of this year a new chapter is to be opened in the EU accession negotiations with Turkey.
- Further 3 billion Euros are to be invested in Turkey by the EU until 2018 as a follow-up finance
